Try driving without the OD relay. That will deprive the solenoid of current, and the solenoid should then remain in the "out" mode.

If you still have OD, then either the solenoid or the OD is at fault. But if the tranny refuses to shift into OD, then it's an electrical problem.

Did you install a new OD relay or a boneyard relay?

What does the dash OD indicator do as you push the button?
