Stumbling when engine cold 200

Carbon on the valves. Volvo has a TSB on this one. The cold carbon absorbs much of the fuel when it is cold. When the carbon gets hot, the fuel vaporizes OK and the engine runs better. Sometimes a rough idle even hot.
