It's impossible to get a chrome look from a spray can. Chrome is metal (Chromium if I'm not mistaken) that's chemically bonded to wheels/bumpers and the like. You can get a shiny finish from paint, but it will never look like chrome.
My suggestion would be don't try to achieve the impossible, to go for a different look. Wheels can be painted inexpensively and with good results. Personally, I think flat/mat finish paints don't look very good. Maybe try matching the color of the car. Another look would be to go black or white. I know these solutions give you a different look than chrome. But painting is a DIY job, chrome is not (and it can cost hundreds per wheel)
