It could be simply vacuum leaks. The places to check are the intake manifold gasket, injector seals, all vacuum hoses- look for splits. The big plastic air bellows from AMM to intake is a common culprit in a car this old as well.
If none of this does it, and the car has been tuned up recently (plugs, cap, rotor, wires??) then I would also have the fuel pressure tested (or just replace the fuel pressure regulator) and the coolant temp sensor. COuld be the computer is not getting the signal it needs to tell it that the engine is cold.
The last item to try is the air mass meter (AMM). It's expensive new, but a good used one can be found on Ebay or any junkyard for $75 or less.
