Your engine's electrical system controls the idle through the Idle Control Valve (IAC) which is "mapped" for various amounts of air based on the car status (A/C on or off, temperature, etc.). When you turn on the A/C, the engine is supposed to compensate by opening the Valve a little more to let in more air and therefore higher RPMs. This should have nothing to do with the throttle body if the TPS switch is properly telling the engine to idle.
I would check your IAC. Take it out. Spray some carb cleaner through it to clean it up incase it is sticking.
