Cruise Control Not Working - 91 245

I have installed a factory cruise control systemm in my 1991 245 and I can't get it to work.

???

It is the correct system for 91-93 240's with the built in wiring.
I believe it to be installed correctly with the vacuum lines set up right and all.
The vacuum switches check out fine when blown through.
I have checked the adjustment of the switches and they seem to be setup to work.
There is power running through the yellow/blue wire and the black wire grounds fine.
The vacuum pump works when connected to 12 volts.
The speedometer works and all wires are connected.
The bulb failure realy seems to be OK.
The brake light switch works.

What am I missing?

I have spent HOURS trying to debug this system!

I will be driving between NYC and New Mexico next month and I would really like to have cruise control then.
