A wild pitch, but have you check the servo on the inside of engine by left engine tower. The PID (Process Interval Derivative) loop is computer driven and not likely to go bad. The servo is the EP (electrical Pneumatic) device that takes all the analog information of the cars speed etc. and converts it into a pneumatic action moving the diaphram that controls the cruise.

If I had the same problem I would change it out.
