I'm assuming you're referring to the thin (1/32" to 1/16" or so) crush washer at the base of the shaft. They definitely are supposed to be there, they help with sealing.

While you shouldn't (unless otherwise indicated) use additional rings/spacers/washers, the crush washer should always be there. Assuming the spark plugs you're using are of the correct type (equivalency) for the engine, the shaft length is correct in combination with the washer. Shaft lengths can and do vary, but a different shaft length will mean a different part number, and hence not a match on the part equivalency.
