What causes the speedo not to zero when I stop? 700 1992

I have a '92 740. I replaced the Instrument cluster when the speedometer stopped working. Now the speedometer reads strange. The needle won't drop to zero unless you shut the engine off. It reads high by about 8 mph.

Please help.
