Sounds like you inadvertently kinked the downshift cable, or fouled it with another cable or hose, or you pulled it off the throttle pulley in such a way that it's "pulled" all the time.
Whatever the cause, it's stuck in the "full throttle" position, and as far as the trans is concerned, you've got your foot on the floor- so it holds shifts later, and won't shift up until the rpm gets quite high.
That's what it sounds like to me... not wacuum this time!
