Wagon bumper failure 120-130

I lightly bumped a snow drift this morning while leaving my house and the drivers side bumper mount broke free! I knew I was having some rust issues but did not want to deal with it until this summers repainting.
Anyone have any suggestions for quick repair? The bumper bracket bolts in so close to the gas tank that welding in some new steel does not look like a simple task and it is -7 with the windchill outside today.
