Are you using a box end 13mm on the nut nearest the throttle position switch? I know I had trouble getting to it on my '87 with the open end wrench that came as part of the tool kit with the car.

There's a good chance that the TPS is attached with torx head screws/bolts, since it's a '90, and that's about the time when Volvo started using them on the 240. I wouldn't know what size it is, however.
