I think a pair of standard HS6 SU carbs on a regular 2-carb manifold,
along with a D cam or something along that line would give you a lot
more power for a lot fewer Euros, and possibly easier to deal with
also. I wouldn't put the $$ into a pair of Webers until I had done
the obvious things like finding a B20E or F engine (which should be
pretty cheap even there). If I remember right the B18A has a low-speed
cam and a lower compression ratio as well as only one carb, so getting
those out of the way should make a fairly surprising difference, especially
at 4-5k rpm.
