If the voltage to tach drops out when activating brights relay that just about confirms a voltage drop due to parasitic resistance at the fuseblock (possibly in connectors, possibly/more likely due to poor fuseclip pressure and/or corrosion). As you activate relay voltage is dropped across poor connection and not the load!
Confirm this absolutely, by measuring Ignition power (fuse output side - violet wires, but without distrubing possible intermittent corroded connection) while activating brights relay... verfy power remains at input side - brown wires...if voltage drops out, its definate time for a fuseblock rework!
You MAY be able to temporailly repair this by cleaning fuseclip and/or holder but my advice is to replace that oe Lucas engineering aberration with an upgraded one!
