Pete, you have described a problem somewhere between the alternator, its lead wire to instrument panel, the bulb and its socket in the panel, the instrument panel connections, and the associated wiring spaghetti.
NOT a relay or fuse or wiper or seat or tailpipe or scented tree that hangs from the rearview mirror. ;-)
Pull the instrument panel.

Seat and reseat (renew and refresh) all instrument connections.
It's the equivalent of making sure the appliance is plugged in the wall before chasing appliance issues.
It needs to be done in any case.
Cold weather also caused issues in my isntrument panel in Minnesota weather, and this is the place to start.
