The soundproofing must go. You need to remove any loose paint and cut out any remaining rusted metal. The resin needs a good clean surface to adhere well. Good clean solid paint should be OK. Check our POR 15. I have seen good results posted here, and I believe they make a product well suited to floorboard repair.
