Speedo problem 200

Everytime you turn the ignition on the speedo goe sto 120 mph and stays there. Doesnt measure mph at all and then you turn the car off it goes back to 0. Are there any troubleshooting methods to find what is causing this and what may be causing this problem? Would appriciate the help.
