Unique (?) overdrive symptoms - '93 240 wagon automatic

I've spent time looking throught the archives, and have developed some understanding of the, er, unique overdrive system on this car. I haven't found a set of sympoms that correspond to mine, though, and would greatly appreciate the application of the collective wisdom to the situation before I attack it with tools -

The fuse keeps blowing and, needless to say, there's no 4th gear when it blows. When it blows, the dashboard arrow light comes on and stays on. The switch on the shift lever does nothing, doesn't cause the relay to click or the light to go off. So it's (i) blown fuse, (ii) light on, (ii) no click, (iv) no overdrive.

I would have guessed it's the relay, but I don't see how that could blow the fuse. The fuse blowing suggests a wiring short, but I don't see why that would cause the light to be on, particularly with the fuse *blown*. But if there's power to light the arrow, why isn't there power to click the relay?
