Yes, that is what I meant. I guesstimate approx 80% of owners have never lubed their dizzy in this manner. If the felt pad (not all dizzy's have a felt pad) is particularly dry, you may consider putting in a rust loosener such as ATF in there first (NOT PB Blaster as it has Phosphoric acid which will ruin the shaft over time).
