I agree with the transmission guy -- to an extent. He's absolutely right that the kick-down cable adjusts all the shift points together. But it's possible that you are just noticing it more at the 2-3 shift. My advice would be to flush the tranny with fresh fluid, and see if that changes anything. Then try experimenting with the kickdown cable. A slight adjustment could fetch the results you're looking for.
