Get out your wiring diagrams and look for the next place other than the switches where you could have a cruddy intermittent connection--clean and tighten that first. could be a bad relay as well, or a bad connection at the window motor. The fact that when it's bad, both sets of switches act alike mekes it less likely that the problem is in any of the switches.
