Sounds like frozen relay's, i had this problem when i went up to one of the local mountains with the heating, i turned it on and nothing, the actuall relay has frozen, after a few taps and a few minutes of running the car the heat from the other relays finally heated it up enough to enguage, try swapping out the relays related to ignition on the fuse panal
