Headlight relay 700 1989

Which fuses did you check? There are four fuses (one per 'beam').. so says the 88 760 wiring diagram I'm looking at.

The various grounds and bulb failure relay would be my next guess. Of course it couldn't hurt to swap in a new headlight relay either. Just keep in mind that the 88+ 760/960/940SE models share an otherwise unique set of (bulb failure, fuel pump, headlight, etc) relays.
