Headlight relay 700 1989

Fuses are good all the way around. Interesting that the left low beam is a 15 amp fuse and the right is a 10 ampere...

At first I though that someone had replaced one or the other with the wrong rating, but no, that's how they're supposed to be.

Sounds to me like the bulb-out relay is my next suspect unless someone has another idea. Is there a way to diagnose the bulb-out relay? Which one is it?
