On both our 95 and our 98, if you put the trans in L while moving below 20 mph, it will stay in 1st gear, if you put the trans into L when traveling faster then 20 mph, it will stay in 2nd gear until vehicle speed comes down below 20 mph at which time it will downshift into 1st gear again.
