You never actually said you did check the voltage at the headlight itself, take your meter right to the connection and test it see if your getting any voltage at all on the low side.
I had a similar action happen to my starter, once day just wouldnt start and it did turn out to the the small ignition wire which was causeing the problem, i bypassed it, then 4 months later i hooked it back up like it was and it has been working since, trace the wireing for the head light and look for visiable damage to the wireing itself, cut the plastic cover open on the harness DO NOT FORGET TO TAKE ELECTRICAL TAPE AND TAPE IT BACK TOGETHER WHEN YOUR DONE.
