O2 sensor

When does the ECM decide to use the O2 sensor data? My car is turborific for the first 5 to 10 minutes of driving. After that, it will run pretty well as long as the turbo boost is not used. When the turbo kicks in, the engine seems very lean and looses power. Letting up on the accelerator and then accelerating more slowly the car will respond and accelerate slowly.
