intermitent no cold start 200 1988

My 88 240 (140k) occasionally won't start when cold. Seems to happen when there has been a weater change. IAC doesn't vibrate with ignition on but plugs are getting spark and the injectors are firing, fuel pump running but it won't even beging to start (although it may have fired once at the very first crank). Then I wait 24 hours, fires the first time and runs great.

Anyone have this before? Is it the Hall sensor? Help?
