It is there to respond to fluctuations in the idle speed from things like:
Alternator load
shifting it into park or nuetral
a/c compressor engaging and disengaging.
These things and others will cause the idle to fluctuate and the IAC is supposed to compensate for it. It is supposed to do just what the name implies, Idle Air Control motor.
So long as the throttle valve is set up right and you have enough base idle you probably will not miss the IAC a great deal, but as the throttle valve gets dirty and the more you use the a/c you will start to notice the difference.
