I never would have guessed it -- and have no idea how something like that could happen so suddenly (as opposed to something causing a hydraulic lock).
That's called the airflow meter, with the FD mounted onto it. The part that won't move is the airflow plate. The throttle plate is where the top of the rubber boot is connected -- the plate that moves under control of the "gas" pedal, to regulate the amount of air admitted to the engine.
