EU code specifies one fog lamp on the driver's side, whatever that might be. In the UK cars have the fog lamp on the right. The idea is if you are coming up behind a car with the fog lamp on in low visibility conditions, you know where that driver is sitting and are mindfull of his blind spots while passing.
