The only reason a big-bore build won't have top end power is if you don't improve the breathing to match it. With a stock head it will still have a similar HP peak, as limited by the flow through the stock head, but it will still have more 'area under the curve' due to the increased low end torque. With improved breathing (ports, bigger valves, bigger cam, bigger carbs, bigger exhaust) the added torque will extend farther up the RPM range.
