Pull the head. Take it to a machine shop, make sure that it is level and not warped (or cracked!). If the head needs milling, have it done. Also consider a valve job, including new springs and hushers, while it is off the block. If the head is cracked, you will need to buy a "new" used head, probably a couple hundred dollars at an auto recycler.

At bare minimum, it sounds from your "attack of the sleeved 230ft" post, that you need to replace the headgasket. You compression numbers are kind of funky, tho. Shouldn't be more than 10% difference between any two cylinders. If the block has really been sleeved (and you won't know until the head is off), it's possible that the rings are not sealing as well as they could/should. Only way to remedy this, given that the supposedly could not be bored over the first time and certainly won't take well to boring now, is to replace the short block in its entirety.

This is really sounding more and more like a botched overhaul. Somebody tried to save a block that really should have been tossed. Your best bet may actually be a completed used motor. But this is all speculation until the head comes off..
