Performed this operation a few days ago on spare choke cable; I needed straight cable/ wire for my fresh air vent levers. Used locking pliers, which had the wire cutter built in. I cut through the whole enchillada, both cable and wire, at once.

Ended up with straight cut, perhaps the inner wire helped keep the outer cable from distorting. Clean cut, no complications
