1988 240 DL Fuel pump or filter problem 200 1988

Today we were driving home and the poor thing just started sputtering, couldn't get enough gas. We pulled over and it would start, sputter some more, then die. We got a ride home, back to the car in an hour it started right up with no problem. My husband drove it onto the wrecker, drove it off, no problems, idled great. We decided to check the fuel pump and change the filter per the Haynes book. First problem, we turned the key to ON not running to listen for the "whirring" sound which we didn't hear. Decided to proceed with the filter change and first step is to be remove fuse, let it idle til it dies then open fuel fill cap. Well, even without the fuse it kept idling for 15 minutes so we gave up, will just release pressure another way, apparently lots of people have this problem. The bigger issue now is that once we took out the fuse, the fuel pump is "whining", something it has not done before. So do we need to look for a fuel pump problem? Hope you can help.
