You should be able to jumper the headlight switch to be always on. I normally leave my headlight switch on the 'ON' position, the lights just go on and off with the car. I don't think having the switch in the 'ON' position is allowed, so you need to jumer the switch inside, behind the dash. The headlights will then come on with the ignition, and the car should pass. The tail-lights will also be 'ON', but I do not think it matters.
Just go to Cdn Tire and ask, they are the inspectors for Ontario. Make sure you speak to the guy who does the inspections, I know that there are some very picky inpsectors, and some who do nothing. I know of people who got their cars passed with daytime running lights, the guy never checked.
