Computer Monitors not re-setting? ('pending' monitors) S70 1998

How often should the Monitors be re-setting on this car? After Autozone cleared a P0455 and P0133, I have had the following pending Monitors: 1) Catalyst, 2) Evap System, 3) Secondary Air System, 4) Oxygen Sensor, 5) Oxygen Sensor Heater. I have driven the car for weeks and hundreds of miles (and at least 60 warmup cycles), and my understanding is these Monitors should have re-set by now. I have had no further Check Engine lights; but then again, the Monitors have been pending (i.e. not re-setting) the entire time. It will not pass my state emissions inspection with more than two pending Monitors. Anyone know why they are not re-setting?

I also have a 98 S70 T5 w/ 153K. My monitors have not reset either and with this model year they will not reset. It is something with the computer program. I live in Delaware and 2 years ago when I went through inspection I failed because of the ready lights. I went back and fought them with a service bulletin I got from Volvo. I can scan it and email it to you if you would like. I just took my car through the DE inspection last month. Of course it failed again but this time I did not have to argue with them they just spoke to a supervisor quickly and passed me.

I was starting to reach that same conclusion after spending some time over at Volvospeed and then speaking with an expert at one of the Volvo performance shops. The way he put it, is that by the time the later MY 98's rolled out, the 850-70 series ECU's were increasingly being asked to do SO much, that they were basically getting "maxed out". He has had the same problems getting readiness status on his late '98. My understanding is that starting in MY 99 the processors are much better - just in time to deal with the dreaded ETM!!!

The other thing I found is a very lengthy drive cycle procedure (from Volvo), which if followed exactly is "supposed" to ready the monitors. Even so, some folks were still pulling their hair out.

But perhaps the VSB "waiver" that you mention, will fly in New York. What is the number of the bulletin?
