ANSWER Brake Scrape While Turning V70-XC70 1999

If the scraping is in the rear, then it is due to the brake shoes touching the drum. Mine did the same thing because the positioning pins were bent and the shoes were not seated properly at rest. I just bent the rusty pins to the 90degree position and all is well.
The brake cables must be loosened to remove the rear rotor and that is done at the center console.
