Hmmm. Does the turbo make any noise, like the bearings are shot? If not, check all of the intercooler piping conncetions for tightness. Take off the IC connections that have accordion sections and check for cracks that will let air out.
You will notice oil in the intercooler piping, just was it out with soap and water, that is normal. And spray some throttle body cleaner on the TB intake butterfly.

Get a compression check to determine if you have a head gasket problem.
