The collars pull back away from the pump. A 17mm open end wrench might be the right size to help you push the collars back.

Take off both access panels after filling the tank before you assume it is the pump seal. It could also be the air hose on the filler pipe that rotted off, visible with the right side panel removed inside the trunk area.
