SAS system diagnosing

Failed emissions becaause of SAS failure. So far I modifed a 95 960 air pump(mine was in bad shape!) and it works good, then I replaced (mine was water logged and rotted away) relay with new one. Still I'm getting SAS code P0410. Pump does not come on when you first start up cold. Would this have anything to do with solenoid? I took it out to check it by putting power to it
and I don't hear anything happening. Does this some how send a signal to the ECU
to turn on the pump? What should I check next?

SAS system diagnosing

It is the ECU that sends a signal to the SAS solenoid to turn on if the ECT sensor shows a cold engine. The low voltage solenoid should have 'clicked' when you put a D cell battery to it, it will probably fry at 12V?

The SAS valve does get dirty and I found it fairly easy to clean with carb cleaner. Just an additional FYI.
