IMO 99's are the worst model year for Volvo for at least twenty years. They switched up a lot of stuff in the car, and had a lot of first-year issues. The throttle is drive by wire on that car, and the ETM is known to fail. XeMODeX will rebuild it for ~500 in such a way that it never fails again. The automatic transmissions were also a bit worse than any other year, especially the AWD. I haven't really heard complaints about the manual transmission on the '99 so that could be a good thing.
Does anyone know if the '99 had the fan blow a couple of minutes 10-20 minutes after you shut the car down to blow out the condensation from the A/C? If not, the A/C might be just as likely to fail as an 850s (which is quite likely..)
