Keep in mind that, when you say city & highway mixed, it can mean a range of average driving speed. I thought I had about 60/40 highway/city driving for the commute, but when I checked average mph after a normal commuting day, the avg mph was barely over 25. I would've guessed at least 35, since there are stretches of local highway where I can do >60, but looking back, for the 30 min commute, I don't spend 20 min on the highway. So, even if the 'distance' I cover on the highway is ~60%, that doesn't translate to the number I had in my mind.
Also, make sure you don't have a long idle time. I idle often, especially on weekends, when kids sleep in the back. That easily make my number go down to sometimes below 18. Btw, I have a '96 855t, ~70k miles.
Perhaps it'd be more helpful if we started comparing avg mph vs. mpg. Just a thought.
