MPG & how can I find error on O2 sensor? Who is the culprit? 850 1993

I have '93 850 with 121k miles.

I get 19.5 mpg in winter and 21 in summer, all city driving. Highway is around 23 or 24. It is not very encouraging nor fun and I am a bit ticked off. I would rather conserve energy.

I warm the car up, once a day, for 2-3 minutes in winter and 1-2 minutes in summer.

I do decent maintenance (oil, trans fluid, coolent, spark plugs, air filter, fuel filter). Since the distributor or the thermostat are not bad and spark plug cables looks good I have not replaced them.

Mr. Wayne mentioned about O2 sensor. How can I find out if the O2 sensor is the culprit and why? If not then who is the culprit?
