TRACS, ABS lights staying on 850 1997

When starting my car in hot weather, the Tracs and ABS lights stay on, I cannot get the car out of drive, and the daytime running lights and turn signals do not work. When I restart the car, everything is usually fine--sometimes it takes a third try though. With the summer coming I'd like to get this taken care of. Any help is greatly appreciated. Thanks.
