Compressor going on and off every 3-4 seconds at 45 and 25 psi 850

Compressor is going on and off ever 3-4 seconds. I checked pressure in my air-condition . It is around 45 psi. I was trying to recharge it just to make sure it is OK. No change. When the compressor (at least it looks to me like compressor) turns off and on idle goes up and down. Not too much but you can tell that engine works harder. Thank you for your help.
