98 V70 AWD Wagon - have running issues V70-XC70 1998

I have a 98 V70 AWD Wagon that has started to run a little strange lately. when the gas tank level gets below 6 gallons the vehicle starts to have hesitation problems. It happens on uphills, downhills and level road conditions. It like the whole car loses power completely and gets ready to shut down. About 1 month ago I had this problem and replaced the Fuel Rail, injectors, etc. thinking that was the problem, but I guess not.

Does anyone have any ideas here on what it could be? Is it the Fuel Pump in the gas tank causing the problems now? If so, is this a common problem with these wagons? If I need to replace this does anyone have step by step instructions on how to do it? Thanks.
