HELP Manual 5 speed won't shift-- all tips appreciated 850 1994

Car has 165k miles so probably needs a clutch, but it doesn't slip. Though the clutch mechanism seems to work in that it moves in and out at the transmission the clutch won't disengage completely.Shifts fine but not with engine running. Car want's to move while the clutch is depressed. Is there an adjustment to remedy this or is it clutch time???
