advice on purchasing this car S70 1999

My wife are looking at being first time Volvo owners. Local dealer has a 1999 Volvo (loaner) S70 for sale. Mileage is 5600. Asking 23,995. Is this a fair market value and, can I negotiate down. Equipment includes Auto trans, alloy wheels, power windows,doors, a/c, am/fm cassette, leather seats, no sunroof,or spoiler. Basic s70 model. Comments and suggestions,please! Looking at car this Saturday, November11th.

Any negotiation strategies would be appreciated!
