Emissions Issues S70

I have a 1999 Volvo S70 and had failed the emissions test three times and so they sent me to the main DMV inspection center where they told me that I needed a new catalytic converter as well as two new oxygen sensors which I know are very expensive but as of now I am driving the car illegally and when I need to renew my registration a year from June I won't be able to unless this issue is resolved. I am just wondering if anyone would know how I might be able to get by with a cheaper fix since the car itself is older and I hate to dump lots in to it. The guy at the DMV said it was going to cost me at least $3,000....can that be right? I have NO lights going and am not emitting any smoke and the car seems to be running fine. I know that a month back I had written about a light flashing briefly on and off but that has since ceased to happen. Anyone? Help!!!
